@sandwich Women were actually able to hold public office well before they had the right to vote. In most cases, however, it was a situation where widows would fill their husband's vacated seats.
It does seem out of place on this ladder though-- but the logic of rejected women's rights to suffrage were so deluded and unreasonable it is hard to guess what the illustrator was thinking.
