Yes, it's a lane. Market Street's traffic flows like this:

The cars you see in the foreground aren't parked, they're merely stopped.

If you're driving a car, you should be nowhere Market St anyway, it's the slowest way to get anywhere.

So, I mean, maybe that white car is a taxi. Or maybe a regular car driver wanting to take an illegal left turn at some point.
