If you put "missouri" in quotes, it won't also search the abbreviation. It's the replacement for the plus operator that everyone complained about losing a few months ago.

It does seem like Google's being a bit too aggressive. It seems like they could actually check to see if it looks like the two letters are actually used in a context where it might be a state name. Does searching for Oklahoma give you every result where someone said ok?
Looks like it, or sort of. A search for Oklahoma cola gets you right to the OK soda page on wikipedia.
