I'm sure the Microsoft marketing department set it up that way so that they can crack this joke all day amongst themselves in between ruining software development meetings. Unsurprisingly, the joke never got old between themselves.
@GroggyGrognard Best theory I've heard was that Microsoft had to avoid the numeral 9 entirely to prevent apps suddenly operating on the assumption they were installed on Windows 95, due to legacy software doing stupid string matches for OS version detection.
