Eddie Bauer has taken this problem head on by making a lot of pants with thigh pockets for women. They aren't really cargo pants, because the pockets have a flat profile, but the result is basically the slim profile women tend to buy + functional pockets. Those pants also have a back pocket sufficient for a wallet, too, although the front pockets are fairly shallow.
I'm fascinated by all the comments that say *women's* high-end clothes are delivered with the pockets basted shut to ... Hide something, apparently. The problem with fake and inadequate pockets is so real that a standard practice in delivering high-end clothes irrespective of sex has been sucked into the conspiracy :)
@caitlinburke not even just high end - i've had target and department store pants sewn shut with a very loose thread that was easy to pull out. it's so the profile looks good in the dressing room and repeated trying-on by customers doesn't give the impression that the pockets will be bulge-y (exactly as they will be after you wash and wear them a couple times).

I thought getting to the bottom of girl pockets so easily was part of the problem?
